Passive smoking is the gasp of smoke, called second-hand smoke, or environmental tobacco smoke, by persons other than the anticipated active smoker. It occurs when tobacco smoke permeates any environment, causing its inhalation by people within that environment. Second-hand tobacco smoke causes disease, disability, and death. The health risks of second-hand smoke are a matter of scientific consent. These risks have been a significant motivation for smoke-free laws in workplaces and indoor public places, including restaurants, bars and night clubs, as well as some open public spaces. Since the late 1970s, the dangers associated with passive (involuntary) smoking have been widely debated. While research throughout the world has produced findings showing side stream smoke to be harmful and possibly deadly to nonsmokers, an equal number of studies have indicated that the harms have been overstated or miss classified or that they are nonexistent. Those debates have finished in a report sponsored by the Environmental Protection Agency and other federal agencies. The report concludes that second-hand cigarette smoke kills 53,000 nonsmokers a year and is a major cause of indoor air pollution. This article identifies the major medical and economic issues in the debate on side stream smoke. It affirms the federal government’s position on the need to create more smoke-free environments and impose stronger smoking restrictions nationwide. More than 600,000 people, including 165,000 children, die every year from passive smoking, a report from World Health Organization experts says today. The estimates from the first analysis of the true global toll are based on the best available data across 192 countries and the known effects of exposure. The biggest impact on children is in the developing world. “Two-thirds of these deaths occur in Africa and south Asia,” the authors write in the medical journal The Lancet. “Children’s exposure to second-hand smoke most likely happens at home”.
